Abstract Smart city is a concept of sustainable development in the Era of Revolution 4.0 in the central government with local governments to accelerate various factors. Smart City is expected to encourage development productivity to be efficient and useful and sustainable. Smart city has challenges that exist in various regions of Indonesia because it is related to the formulation in the city of Surabaya. There is application technology that brings convenience in sharing information to the community. Data collection techniques obtained literature review studies, namely books, journals and articles relevant to the research theme. Technical data analysis consists of data reduction, data presentation, and conclusions. The purpose of this study is to determine the challenges of smart city Surabaya towards sustainable development. The results of this study show that smartcity strategies are used for sustainable development according to their potential, namely the availability of data and information, security and privacy, greater investment, IT infrastructure, application development. Therefore, a strategy is needed in implementing smart cities appropriately and in accordance with existing conditions in the city. It is expected to complete the construction of smart city in Surabaya city smoothly.Abstrak Smart city adalah konsep pembangunan berkelanjutan di Era Revolusi 4.0 di pemerintah pusat dengan pemerintah daerah untuk mempercepat berbagai faktor. Smart City diharapkan dapat mendorong produktivitas pembangunan menjadi efisien dan bermanfaat serta berkelanjutan. Smart city memiliki tantangan yang ada di berbagai daerah Indonesia karena berkaitan dengan perumusan yang ada di Kota Surabaya. Terdapat teknologi aplikasi yang membawa kemudahan dalam berbagi informasi kepada masyarakat. Teknik pengumpulan data diperoleh studi literatur review yaitu buku, jurnal dan artikel yang relevan dengan tema penelitian. Teknis analisis data terdiri dari reduksi data, penyajian data, dan penarikan kesimpulan. Tujuan penelitian ini untuk mengetahui tantangan Smart City di Kota Surabaya menuju pembangunan berkelanjutan. Hasil penelitian ini menunjukan bahwa strategi smart city digunakan untuk pembangunan berkelanjutan menyesuaikan potensi yang dimiliki yaitu ketersediaan data dan informasi, keamanan dan privasi, investasi yang semakin besar, infrastruktur IT, pengembangan aplikasi.Oleh karena itu dibutuhkan strategi dalam mengimplementasi smart city dengan tepat dan sesuai dengan kondisi yang ada di kota. Diharapkan dapat menyelesaikan pembangunan smart city di kota Surabaya dengan lancar.
